OCCCJ Release and Supervision

Ohio County Correctional Center and Jail, commonly shortened to OCCCJ, is operated by the West Virginia Division of Corrections and Rehabilitation. Current official material says it houses male technical parole violators. A technical violation is an alleged or established breach of supervision rules rather than a new conviction by itself. That mission places an OCCCJ resident in a state correctional and parole pathway, even though the building’s name still includes “County” and “Jail.”

A person leaving OCCCJ may return to active parole, move through work release or another reentry step, transfer to a different WVDCR placement, enter another authority’s custody, or reach discharge. Parole means supervised release from a sentence before the full sentence ends. Discharge is the end of the applicable custody or supervision status. Those outcomes are not interchangeable. Confirm an OCCCJ Release

Begin at the WVDCR offender-search page and choose the prison search. The jail search is normally the wrong channel for an OCCCJ technical parole violator. The prison portal covers people in secure state custody and people under active WVDCR supervision, including parole. A result after the person leaves the building can be valuable proof of ongoing parole, but it is not proof of final sentence discharge.

1. Search by at least the first four OID digits or at least three letters of both first and last name.
2. Match OID, birth information, location, and any court or offense details before relying on the result.
3. Read the status and location with care. “Projected Release Date” is a calculation, not an actual gate event.
4. Check VINELink for a current status event and verify that WVDCR is the reporting agency.
5. Confirm the Parole Board or court authority, then contact the Wheeling Parole Office if local supervision is at issue.
6. Request the historical WVDCR movement or release record for the actual date, type, and receiving status.

A fully discharged person may no longer appear in the public prison results. That no-result does not erase the earlier WVDCR history. It calls for a historical record request and the final parole, court, or discharge document. OCCCJ Release Record Fields

Identify OCCCJ by name in a written WVDCR request. Supply the person’s full name and aliases, date of birth, OID, approximate facility dates, committing court, and case number when known. Ask for existing custody and sentence records. WVDCR may redact personal, medical, victim, treatment, or security information protected by law, but a narrow request makes the public portion easier to locate.

Under West Virginia FOIA §29B-1-3, a public body responds to a reasonably specific request as soon as practical and within the stated five-day period excluding weekends and legal holidays. Ask for electronic delivery and an advance cost estimate. The law permits actual reproduction costs but bars search, retrieval, or man-hour charges under that section. No verified public retention period was found for OCCCJ release records, so do not assume a permanent online result.

The facility is the direct point for present placement and local procedure within disclosure limits. OCCCJ Custody and Reentry

The building was constructed in 1974 as the county jail. It closed in that role in 1994 when Northern Regional opened, and the state began leasing it in 1998. Current facility material focuses on male technical parole violators. The WVDCR fiscal year 2025 report further described minimum-security levels, supervised work crews, people within two years of parole or discharge, an eight-bed work-release unit, and a rated population of 66. Those figures describe that reporting year and should not be treated as live occupancy or a promise that each program remains unchanged.

Minimum custody describes a security classification, not freedom from custody. Work release permits an approved person to leave for assigned activity under set rules and return as required. It is not final release. Likewise, proximity to a parole or discharge date does not establish the actual date. WVDCR’s time sheet and movement entry remain the individual records that matter.

OCCCJ and Northern Regional

The 1994 transition creates Ohio County’s most common facility-name error. An ordinary new county arrest generally belongs in Northern Regional in Moundsville, not OCCCJ in Wheeling. Northern Regional uses the WVDCR jail search for its regional-jail population. OCCCJ uses the prison and supervision route because of its present state correctional mission. Both facilities are operated by WVDCR, but the same portal choice does not answer both populations.

A name-only web search can send a reader to the county-named building and produce a false negative. Confirm the facility first. Then use its search, its records custodian, and the legal authority that fits the person’s status. OCCCJ Release Custody Handoffs

A departure from OCCCJ can also be a custodial handoff. West Virginia’s announced 287(g) warrant-service model permits designated correctional officers to execute immigration warrants at scheduled criminal release and transfer custody to ICE. In that setting, the state record can show the end of one custody phase while immigration detention starts. Describe it as a transfer, not a community release, when the records support that result.

The ICE detainee locator shows qualifying current custody. It does not provide a release history, and no result is ambiguous. VINE may also delay transfer notification until the receiving facility processes the person. Ask the WVDCR movement record for the receiving agency and check the correct receiving system. Each dated source should be stated in its own terms. An OCCCJ movement record can establish that WVDCR moved the person. A Parole Board action can establish authority. A supervision record can show active parole. None should be stretched into proof that all custody and supervision ended.
